"Old Fountain Square in the Duke Cohen Days", oil on canvas 1934; 25" x 45" Herman 'Duke' Cohen was the colorful traffic policeman of Fountain Square in the 1930s. During the administration of Mayor Henry Penfield he was temporarily banished from Fountain Square and relocated to Central Street following a controversy with an elderly pedestrian who refused to obey traffic instructions, but when Mayor S.
