The mission of the ARDC is to promote and protect the integrity of the legal profession, at the direction of the Supreme Court, through attorney registration, education, investigation, prosecution and remedial action.  As an administrative agency of the Supreme Court of Illinois, the ARDC assists the Court in regulating the legal profession through attorney registration, education, investigation, prosecution and remedial action.

Through our annual registration process, we compile a list of lawyers authorized to practice law. We provide ready access to that list so that the public, the profession and courts may access lawyers’ credentials and contact information.

We educate lawyers through seminars and publications to help them serve their clients effectively and professionally within the bounds of the rules of conduct adopted by the Court. We provide guidance to lawyers and to the public on ethics issues through our confidential Ethics Inquiry telephone service.

The ARDC handles discipline matters fairly and promptly, balancing the rights of the lawyers involved and the protection of the public, the courts and the legal profession. Grievances are investigated confidentially. Disciplinary prosecutions are adjudicated publicly and result in recommendations to the Court for disposition. Our boards consist of independent, diverse groups of volunteer lawyers and non-lawyers who make recommendations in disciplinary matters. We advocate for restitution and other remedial action in disciplinary matters. We seek to provide reimbursements through our Client Protection Program to those whose funds have been taken dishonestly by Illinois lawyers who have been disciplined.

The Career & Networking Center came into being as the result of a multiphase grassroots effort to address the concerns of the underemployed and unemployed in our community. Beginning in 1992, a Naperville United Way Community Needs Assessment revealed the number one concern of our local citizens was unemployment and underemployment. As a result, the Community Career Center opened its doors in September 1996 to assist individuals in developing the tools and resources needed to conduct a successful job search and return to work.

The service can refer you to attorneys experienced in over 40 areas of law, including the following:

- Personal Injury (including auto accidents, slip and falls, products liability, wrongful death, malpractice and other types of injury cases);
- Estate Planning (including will drafting, trusts, probate and will contests);

Harm Reduction is an alternative to traditional all or nothing approaches to “addiction” treatment. Harm Reduction is based on humane, rational, and evidence based models of therapy. As such, it recognizes that a strict 12 Step or Disease model doesn’t apply meaningfully to all people. Chicagoland Prison Outreach exists to ministers to those who have been incarcerated, and their families by providing chaplaincy services, Vocational training, food assistance, compassionate products such as school supplies, Thanksgiving baskets, and Christmas gifts for the children. The goal of Chicagoland Prison Outreach is to build relationships with those that have been incarcerated to help restore them to society, and assist their families during the transition. We also provide trauma coaching/counseling to support both those that are incarcerated, and their families. This process will help to reduce recidivism.

In order to protect and promote the public health, safety, and welfare of the residents, the City Council establishes a Housing and Homelessness Commission ("Commission") to provide for the planning, expansion, maintenance, conservation and rehabilitation of Evanston's housing stock. The Commission shall also work to maintain and expand affordable housing for Evanston's low, moderate, and middle income residents. The Commission will be responsive to needs for change in housing related matters to maintain a diverse residential environment throughout the community and to combat homelessness. The Commission will provide recommendations on funding and policies to carry out City Council priorities related to housing and homelessness. (Ord. No. 94-O-17 , § 2, 12-11-2017)

QUALIFICATIONS: The Commission consists of nine (9) members who serve without compensation and are residents of the City of Evanston. In appointing new members to the Commission, the Mayor will consider knowledge, familiarity, and/or experience with local housing issues, homelessness and affordable housing issues, different housing populations in Evanston including seniors, the different types of housing stock in Evanston, renter and homeowner housing issues, and housing development and financing for public and private sectors. At least one (1) member of the Commission must be an alderman. All members must be residents of the City of Evanston.

Description

The City Clerk attends all City Council meetings and produces the official minutes of all City sponsored meetings. All ordinances and resolutions are processed through this office and kept as permanent records in the municipal library. The municipal code is updated annually by ordinances that amend the code. The Clerk is the custodian of the City of Evanston's books, records, and papers.

The City Clerk provides many essential services to Evanston residents. Premier among the office's programs is its election services, with its primary goal to provide the most incredible convenience to voting. The Clerk's Office is responsible for all matters involving elections, and the Clerk is the local election official. Evanston residents can register to vote in the Clerk's Office. The Clerk's election duties include, but are not limited to, voter registration and re-registration, receiving nominating petitions, and supplying absentee ballot request applications.

The Clerk is the custodian of the City Seal and affixes its impression on documents when required. By state statute, the Clerk is the keeper of the City's records which includes minutes and ordinances, distributing, publishing, and providing security for legal documents such as ordinances, resolutions, proclamations, agreements, and minutes of the City Council meetings.

The Clerk is also involved in verifying and distributing temporarily accessible parking placards. All petitions and communications addressed to the City Council are received by the Clerk and communicated by the Clerk at Council meetings. The Clerk also issues notices of regular and special meetings of the City Council.

Those interested in obtaining information from the City Clerk's office may request it by filing a Freedom of Information Act (FOIA) request via online, phone, email, fax, or in person.

Compuplay is the name of a Lekotek program that provides computer based play with assistive technology, iPads, Wii and Xbox Kinect. This program is specifically designed for children with disabilities by the National Lekotek Center. Please note that not all Lekoteks have Compuplay programs and equipment varies by site with those that do. For children with disabilities, the computer provides endless opportunities for expression, skill development and independence.

In addition to motivating software programs, Lekotek uses adapted equipment such as enlarged keypads and track balls, toys and other props.

Many Lekotek centers offer software lending libraries, which allow families to borrow pieces of interactive software for use on their home computers.

The Public Defender is appointed by the judge when an individual is not able to afford an attorney (55 ILCS 5/3-4006). A Public Defender should be available to individuals at the time of the first court appearance. Non-profit created in memory of Dajae Coleman, an ETHS freshman, who was shot in Evanston in September 2012. DC3F offers programs that motivate the youth and instill positive values that help guide them such as homework help and tutoring to Evanston Pride Feeder Basketball Program participants.

The Rice Child + Family Center provides residential care and treatment for children, ages 8-15, diagnosed with severe emotional, behavioral and mental health problems. The center's goal is to return these children to a loving family. Therapy is conducted in individual and group settings, and includes social skills training, counseling, and psychiatric intervention.

Description

The Senior Community Service Employment Program (SCSEP) is a community service and work-based job training program for older Americans. Authorized by the Older Americans Act, the program provides training for low-income, unemployed seniors. Participants also have access to employment assistance through American Job Centers.

Participants work an average of 20 hours a week, and are paid the highest of federal, state or local minimum wage. This training serves as a bridge to unsubsidized employment opportunities for participants.

Participants must be at least 55, unemployed, and have a family income of no more than 125% of the federal poverty level. Enrollment priority is given to veterans and qualified spouses, then to individuals who are over 65, have a disability, have low literacy skills or limited English proficiency, reside in a rural area, are homeless or at risk of homelessness, have low employment prospects, or have failed to find employment after using services through the American Job Center system.

The Supplemental Nutrition Assistance Program (SNAP) (formerly Food Stamps) helps low-income people and families buy the food they need for good health.

Benefits are provided on the Illinois Link Card - an electronic card that is accepted at most grocery stores. The program is managed by the Food and Nutrition Service (FNS) of the United States Department of Agriculture. The Department of Human Services administers the program in Illinois.

Eligibility guidelines on webpage. SNAP program also functions as an agricultural subsidy and can be used at some farmer's markets. Most local grocers accept SNAP except for heated food. Can be used for caffeinated beverages but not alcohol or tobacco.

Youth have vastly different opportunity sets based on their income, race, culture, gender identity, and sexual orientation. These gaps in opportunity prevent many youth from realizing their fullest potential.

We utilize three strategies — Advance, Build, and Catalyze — to close this opportunity gap and prepare youth for post-secondary and life success. Across these strategies, we seek to build deep, caring relationships with youth, their families, and the community institutions around them.  For all youth, Y.O.U. provides both academic support and enrichment programming. Academic support includes support with independent learning assignments, tutoring, goal setting, and social-emotional check-ins. Current enrichment programming includes a focus on team building, literacy, STEAM (Science, Technology, Engineering, Art, and Math), and social justice. All of our clinical and outreach services, including counseling, case management, and our 24/7 youth housing hotline, have continued without interruption, primarily through virtual and telehealth models.

This comprehensive domestic violence program provides crisis intervention, emergency assistance and shelter, transitional housing, legal advocacy, community-based services, violence prevention and outreach and education. All services are offered free of charge.

Mary Lou's Place 32-bed residential shelter for women and children who are victims of domestic violence. The only criteria for admission is that the individual or family is fleeing from a dangerous situation. They can stay for up to 90 days; transitional housing services are then available.
